Board of Directors
The Guttenberg Municipal Hospital is governed by a five member Board of Trustees elected for alternating terms of four years.
The Hospital Board of Trustees's basic responsibilities are to:
- Establish and maintain the organization's mission
- Act as a Trustee for the assets and investments of the hospital for the citizens of the GMH service area
- Select, advise, and evaluate the hospital CEO
- Grant physician staff privileges and ensure that quality medical care is provided
- Provide direction for the affairs of the hospital and ensure the development and growth of the institution's services
- Establish general operating policies and procedures

The Guttenberg Municipal Hospital Board of Trustees consists of the following:
Mary Eulberg
Mary is an RN, and currently works as a School Nurse in the Clayton Ridge Middle School system. She is also owner and Administrator of River Living Center and Tower Living Center. These businesses are assisted living facilities located in Guttenberg and Garnavillo. Mary has been on the GMH Board since January 2004. In addition, Mary is on the Advisory Board for the Clayton County VNA and also serves as a Board Member for Kids' Kampus Community Daycare.
Jim Kuempel
Jim attended the University of Iowa and Loras College and served in the U.S. Navy; he is now retired. Jim was a former owner and operator of Kuempel's Hardware in Guttenberg, IA. Jim has served on the GMH Board since January 1976 in every capacity including 20 plus years as the Board Chair. In addition to Jim's Board responsibilities, he is also involved in the Guttenberg Historic Society and the Guttenberg Rotary, the American Legion and Knights of Columbus. Jim has also been an active musician with the Gutenberg German Band. He currently serves on the GMH Safety Committee.
Jim Whalen
Jim Whalen was elected to the Board of Trustees in January 2008. Mr. Whalen has served in various educational positions during his long career. Aside from being high school Principal in Guttenberg for 28 years, he was also Superintendent of Schools in Garnavillo, Iowa during the early 1990's, helping set up the procedures and paving the way for the two former school districts of Garnavillo and Guttenberg to merge. He is most recently serving as the middle school Principal in Garnavillo. Jim Whalen received his B.A. degree at St. Ambrose University, his Masters Degree at the University of Wisconsin, and his specialist degree at Iowa State University.
Originating in Brooklyn, New York, he has spent most of his adult life as an educator here in the State of Iowa. He was an English teacher in Preston, Iowa for a number of years, and then moved on to Springville Community Schools in Springville, Iowa as their Junior/Senior High School Principal.
Doug Reimer
Doug is owner and operator of Deer Ridge Farms, a hog production operation in rural Guttenberg. Doug has served on the GMH Board since May 2006 and is currently serving as Board Chair. In addition to Doug's assignment on the GMH Board, he is also a Board member of the national board for Land of Lakes Corporation. Doug earned his Bachelors Degree from Iowa State University and has been named "Master Pork Producer" for both the county and State of Iowa.
Penny Hansel
Penny Hansel was elected to the GMH Board initially in January 2004 and then was re-elected in 2008. Penny is a retired school teacher and ordained United Methodist Minister and a former small business owner and operator. She graduated from Iowa State University, Clarke College and the University of Dubuque Theological Seminary. In the past, Penny has served on the School Boards for both Guttenberg High School as well as Clayton Ridge High School. Penny currently serves as a member of the hospital's Continuous Quality Improvement Committee (CQI).
